“The reason we’re open-sourcing it is because primarily an open-source geocoder has been a sorely missing piece of the open-source geospatial stack,” Turner explains on his blog, High Earth Orbit.

Created by GeoCommons as part of its FGDC CAP Grant to geo-enable government data, and in collaboration with Schuyler Erle, the geocoder currently only has components for the United States.  But by open-sourcing it, and with the rapid growth of OpenStreetMap, Turner hopes the geospatial community will quickly built it out for more global coverage.
